Executive recruitment company Monroe Consulting Group Malaysia's Industrial Division is recruiting on behalf of a leading global integrated drilling fluids and tools service provider. Our client is seeking a Head of HSE who will be responsible for developing, implementing, and overseeing Health, Safety, and Environmental policies and programs to ensure compliance with regulatory requirements and industry best practices. This role requires a strategic leader with extensive experience in oilfield services, ensuring personnel safety, environmental protection, and operational compliance.

Job Summary:

The Head of HSE will lead the development and execution of HSE policies, risk assessments, and compliance initiatives, fostering a strong safety culture within the organization.

Job Responsibilities:

* HSE Policy Development - Develop and implement HSE policies, procedures, and strategies aligned with company and regulatory requirements.
* Regulatory Compliance - Ensure compliance with local and international HSE laws, regulations, and industry standards.
* Risk Management - Lead and oversee risk assessments, hazard identification, and mitigation plans across all operational sites.
* Safety Culture - Promote awareness, training, and accountability at all levels to foster a strong safety culture.
* Audits & Investigations - Conduct regular audits, inspections, and incident investigations, ensuring corrective actions are implemented effectively.
* Continuous Improvement - Drive initiatives to enhance HSE performance and reduce incidents.
* Performance Monitoring - Develop and monitor key HSE performance indicators (KPIs) and report findings to senior management.
* Emergency Response - Lead emergency response planning, drills, and crisis management strategies.
* Stakeholder Engagement - Establish strong relationships with regulatory agencies, industry bodies, and key stakeholders.
* Leadership & Mentorship - Provide leadership and mentorship to HSE teams, ensuring professional development and knowledge sharing.

Key Requirements:

* Education - Bachelor's or Master's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
* Experience - Minimum of 10 years of HSE experience in the oil & gas or oilfield services industry, with at least 5 years in a leadership role.
* Industry Knowledge - In-depth knowledge of HSE regulations, ISO 45001, ISO 14001, and other relevant standards.
* Track Record - Proven experience in implementing HSE management systems and improving safety culture.
* Skills - Strong leadership, communication, and stakeholder management abilities.
* Analytical Ability - Ability to analyze data, identify trends, and develop strategic safety initiatives.
* Certifications - NEBOSH, IOSH, CSP, or equivalent certifications are highly preferred.
* Incident Investigation - Experience with methodologies such as TapRoot, ICAM, or similar.
* Travel Requirement - Willingness to travel to field locations as required.
* Compliance - Must possess a valid Green Card.
